NORTH CAROLINA HIGHWAY PATROL COMMANDER ELECTED TO INTERNATIONAL OFFICE

RALEIGH - Colonel Richard W. Holden, Commander of the North Carolina State Highway Patrol, was recently elected to serve as General Chair of the State and Provincial Police of the International Association of Chiefs of Police (IACP). Col. Holden was elected at the 110th IACP Law Enforcement and Education and Technology Conference in Philadelphia.

"Colonel Holden's election to General Chair of the IACP State and Provincial is both an honor to him and the Highway Patrol," said Bryan Beatty, Secretary of the Department of Crime Control and Public Safety. "His election is recognition of his reputation for professionalism and excellence in law enforcement."

The Division of State and Provincial Police (S&P) has the responsibility of organizing, directing, coordinating, and promoting IACP programs relating to the needs of state and provincial police agencies. The division is a membership organization comprised of 49 state law enforcement agencies, the Royal Canadian Mounted Police, and the two Canadian provincial police agencies in Ontario and Quebec.

The division maintains a separate administrative identity and elects its own board of officers biannually. The General Chair oversees the activities and programs of the division.

Col. Holden was appointed Commander of the Patrol by Governor James B. Hunt in 1999. Under his leadership the Patrol has continued to grow into one of the most progressive law enforcement agencies in the nation. In 2000, the Patrol was accredited by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) and was reaccredited this year. Earlier this year, Col. Holden was appointed to a commissioner's position at CALEA.
